Determination of Billing Demand
The energy billing demand shall be the maximum kilowatt (kW) demand established by the customer for any fifteen (15) consecutive minute period during the month for which the bill is rendered, as indicated or recorded by the District’s metering equipment during the peak periods. The peak period is Monday through Saturday, 1:00 PM to 9:00 PM Mountain Time, excluding the following holidays: New Year’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, and Christmas Day.
The Retail Demand shall be based on the maximum kilowatt (kW) demand established any time by the location for any fifteen (15) consecutive minute period recorded during the current month or previous eleven (11) months, as indicated or recorded by the District’s metering equipment.
Power Factor Charge
A power factor charge may be assessed to compensate for average power factor lower than eighty-five (85%) lagging. The power factor charge will be calculated by increasing the demand charge by one percent (1%) for each one percent (1%) by which the average power factor is less than eighty-five (85%) lagging.
The District will consult with the customer regarding power factor correction and applicable charges before applying the provisions of this clause.
Minimum Monthly Charge
The minimum monthly charge shall be the highest of the following, as determined by the District:
- The monthly minimum billing amount as specified by contract between the District and the customer.
- The Basic Charge plus the Retail Demand Charge, as listed in this rate.
Rate Requirements
A service must remain on this rate for a period of 12 consecutive months.

The Government agrees that, if any time after April 1, 1987, that adjustments are made to the District’s wholesale cost of power, charges or credits shall be made to this rate accordingly. Such charges or credits shall be billed separately as “Production Cost Adjustments.” If changes are made to the wholesale supplier’s power rate for the District, the District reserves the right to change this rate to reflect the wholesale supplier changes. Any changes or adjustments shall be accompanied by written evidence of changes to the wholesale cost of power and shall be made effective with the monthly billing for the Government.

How Applied
Any energy generated in excess of what is consumed at an interconnection meter in a calendar month will be credited at the above rate to the following month. This credit cannot be used to offset fixed, demand, base charges or minimum charges. Should the energy carry over past the end of the year, the credit amount will be paid in January of the following year. Should an account under this schedule be delinquent, credits will first be used for the purpose of bringing the account current.

Qualifying Service
Standby Service rates are designed to complement the traditional full requirements firm service rate schedule. For Wheat Belt, Standby Service is designed in coordination with the E-1, E-2 or E-3 rates. Any service requiring a capacity demand greater than the allotted standby defined in Tri-State Generation & Transmission’s Rate Schedule S. An interconnection agreement between Wheat Belt and the customer will be required as a part of this rate schedule.
Rates
This rate is largely based on Tri-State Generation & Transmission’s standby service which is detailed in their Rate Schedule S. From this point forward, this will be referred to as Schedule S.
Basic Charge
Schedule S Basic Charge Plus + $100.00 (the additional $100 is for Wheat Belt metering)
Basic Charge Defined: Standby Service rates are typically designed to complement the
traditional full requirements firm service rate schedule. For Wheat Belt, Standby Service is
designed in coordination with either the E-1, E-2 or E-3 rate. Standby rates often include the
following components.
Reservation Demand Charge for Contracted Standby Service (anything greater than 1,000 kW)
Generation/kW Schedule S * (1 + Wheat Belt loss^)
Transmission/kW Schedule S * (1 + Wheat Belt loss^)
Reservation Demand Charge Defined: a monthly charge applied to the member’s capacity requirements supplied by self-generation. For example, with the installation of a generator, Customer A will have installed nameplate capacity of approximately 4 MWs to serve a maximum demand of approximately 3.5 MWs. Wheat Belt and Tri-State must hold sufficient generation, transmission, and distribution capacity to backup this load in the event of an unplanned outage. Therefore, the Reservation Demand Charge is designed to recover the cost of “holding capacity in reserve” for the member’s benefit. In this case, approximately 3.5 MWs.
Backup Service Charge
Generation/peak kW-day Schedule S * (1 + Wheat Belt loss^)
Energy Charge/kWh Schedule S * (1 + Wheat Belt loss^)
Backup Service Charge Defined: the cost of providing service to a standby customer during an unplanned outage. At a moment’s notice, Wheat Belt and Tri-State must meet the customer’s demand and energy requirements to ensure a highly reliable power supply.
Scheduled Maintenance Charge
Energy Charge/kWh Charged through Wheat Belt’s E-1, E-2 or E-3 rate schedule
Scheduled Maintenance Charge Defined: provides backup service at a discount recognizing that the member, Wheat Belt, and Tri-State will work together to schedule a planned outage during low cost periods. In recognition of this beneficial coordination, a discount is given.
Power and Energy Charge
Each Standby Rate customer will also be assigned an additional rate schedule for power and energy use (Supplemental Service or in the event of a plant trip). Please refer to the appropriate rate schedule (E-1, E-2 or E-3) for Basic Charge, Energy, Retail Demand, On-Peak Demand (for supplemental power) and Power Factor Charges (which would be in addition to charges outlined in this policy – DG-2). Note: backup demand will not be charged as part of E-1, E-2 or E-3 and will be charged through the DG-2. However, retail demand and supplemental on-peak demand will be charged through E-1, E-2 or E-3.
Supplemental Service Defined: in addition to the Standby Services described above, member electricity requirements greater than the reserved amount are charged under the applicable full requirements rate.

If there is more than one metering facility and these facilities are aggregated into one equivalent billing, then the average power factor charge will be weighted based upon the kilowatt-hour usage of each facility.

- The monthly minimum billing amount as specified by contract between the District and the customer.

In Lieu of Tax Charge
If the service is within the corporate limits of an incorporated town or village, the customer will be charged an additional five percent (5%) of the customer's monthly charge plus or minus any fuel and cost adjustment, since the District is required to remit this amount to the county in which the service is located.

Determination of Billing Demand and On Peak Period Energy
The energy demand shall be the maximum kilowatt (kW) demand established by the customer for any fifteen (15) consecutive minute period during the month for which the bill is rendered, as indicated or recorded by the District’s metering equipment during the peak period. The peak period is Monday through Saturday, 1:00 to 9:00 PM Mountain Time, excluding the following holidays: Memorial Day, Independence Day, and Labor Day.
The Retail Demand shall be based on the maximum kilowatt (kW) demand established any time by the location for any fifteen (15) consecutive minute period recorded during current month or the previous eleven months, as indicated or recorded by the District’s metering equipment.
Minimum Monthly Charge
The minimum monthly charge shall be the following, as determined by the District:
- The monthly minimum billing amount as specified by contract between the District and the customer. If the original term of the contract has expired, then
- The applicable basic charges plus the Retail Demand Charge, as listed in this rate.
Rate Requirements
A service must be assigned to this rate no later than five full business days prior to the last day of the month and remain on the rate for one calendar year.
Cost Adjustments

Qualifying Entity
Any utilities and certain other entities who wish to attach communication cable or other communication equipment on Wheat Belt Public Power District poles and infrastructure.

Location of Attachment
Attachments shall be made at heights and clearances stipulated by the National Electric Safety Code.
Terms and Conditions
- Wheat Belt Public Power District must approve each attachment.
- The entity seeking to make a pole attachment shall pay the non-betterment cost for any work required to accommodate the requested attachment.
- The Annual Charge shall be made at the beginning of each calendar year for attachments already in place. New attachments will be prorated and billed the monthly rate for the remainder of the current year.
- The attaching entity shall at its own expense, install, maintain, transfer, and relocate attachments in accordance with Wheat Belt Public Power District requirements and National Electric Safety Code standards. All entity personal and contractors must be certified to be within approach distances and the climbing space in accordance with the National Electric Safety Code.
- The attaching entity shall notify Wheat Belt Public Power District of all attachment removals.
- The attaching entity shall indemnify, protect and save harmless Wheat Belt Public Power District, its officers, agents and employees from and against any and all claims, demands, suits, judgments, liabilities, loss, and damages which may arise out of or be caused by the erection, maintenance, presence, use or removal of their equipment.
- Wheat Belt Public Power District may require removal of attachments if:
- attaching entity fails to pay the attachment fee or make ready charges when due,
- attached equipment creates a hazard, disrupts Wheat belt Public Power District service to others, or adversely affects Wheat Belt Public Power District equipment,
- the attaching entity fails to comply with any of the terms of this rate, fails to properly maintain attached equipment and fails to maintain Wheat Belt Public Power District installation requirements and National Electric Safety Code standards,
- Wheat Belt Public Power District removes the infrastructure.
- Other provisions for attachments may be provided as necessary and regulated under the applicable Attachment Contract between the entity and Wheat Belt Public Power District.
